I had to google "Matsya Nyaya" to see what it meant in context, and was kind of intrigued by the Hindu political theories under that name, and how supposedly the purpose of government is to keep things from turning into the law of the fishes. Reese and Finch ... aren't exactly that government. But that is their purpose, more or less. (They've got an interesting set of worldbuilders on their writing team; hope they don't lose them in Season 2.)
